Annexing
To successfully annex another country you must control their capital and they must have lost 75% of their victory points (i.e. if the enemy has two provinces each with 2 points then your ally can take one province and you can take the capital and you will be able to annex).
World Market
Trades in "red" - you lose what you offer and you get back nothing. (v1.03b) This was fixed in v1.05c so that you don't lose what you offer if your trade is not processed.
Conversion
If you lack oil, excess coal will be converted to oil at your current conversion rate (stock Paradox base conversion rate is 4 coal to make 1 oil). Only excess coal is used so this will not cut down your industry. The code attempts to maintain an oil stockpile equal to 75% of ten times the oil usage of your units (thus they essentially expect you to average 50% movement).
If you lack rubber, excess oil will be converted (stock Paradox base conversion rate is 2 oil to make 1 rubber). Note: if your units are using more oil than you have available (i.e. you have a fuel shortage) then there will be no conversion of oil to rubber. Your industry will suffer if you have a rubber shortage!
Convoys
Convoys shipping oil and supplies will only ship what is considered by the game as necessary. You can not stockpile oil or supplies in a target depot. However you can (and sometimes should) stockpile resources (Coal, Steel and Rubber) in remote depots.
Dissent
Starting a war (even if you are already at war) causes dissent. (v1.03). It's tough to get precise numbers but basically it seems like starting at an extra 5% consumer goods you get -0.01% dissent per day for each 10% of additional CG. Thus at +45% CG you lower dissent by 0.05% per day.
Germany, Italy and Japan get dissent 2% vs Democracies and 4% vs other Fascist governments (? This needs to be verified?). Other Fascist/Paternal Autocrat countries get 20% vs. other Fascists, 10% vs. Democracies, 4% vs. Communists. Democracies get 80% vs. Democracies, 40% vs. others. (Halved vs. countries you have claims on).
Terrain
River Crossing: -50% (-20% with engineer brigade)
Amphibious Invasion: -50% (-20% for Marines)
Paradrop: -30%
Jungle: -50% Attacking Armor/Mech +30% all defenders
Forest: -25% Attacking Armor/Mech +10% all defenders
Swamp: -50% Attacking Armor/Mech (-25% other attackers)
Hills: -10% Attacking Armor/Mech +10% all defenders
Mountains: -80% Attacking Armor/Mech -40% other attackers (-10% mountain troops)
Urban: -50% Attacking Armor +30% all defenders
Dug-in gives +20% defense
Envelopment -10% defense for each extra attack province
Encirclement -20% attack value of defenders
Movement
As of v1.06:
Movement is calculated based on the terrain you are moving into. The terrain you are in does not impact your speed of travel.
Oil / Fuel Usage
Ground units use full fuel when moving but only 50% while not moving.
Naval units use no fuel while in port, they use full fuel while moving and 50% fuel while sitting in a sea zone (patrolling?).
Air units use fuel only when flying (check this?).
Weather
Frozen -20% attacking infantry; -30% attacking Armor/Mech
Rain -10% attack
Air - both sides operate at -30%
Snow -30% attacking infantry; -50% attacking Armor/Mech
Air - both sides operate at -50%
Storm -40% attack
Blizzard -60% attacking infantry; -90% attacking Armor/Mech
Muddy -20% attacking infantry; -50% attacking Armor/Mech
Night -40% attackers; -25% defenders
Fortifications
Fortifications give +30% per point
Land fortifications do not defend against amphibious assault.
Coastal fortifications do not defend against land assault.
Supply
Fleet supply (naval) is always from the last port visited. Thus avoid going into any port that lacks supply (or oil)!
Infrastructure
Each upgrade of infrastructure gives +10 points of Infrastructure (sometimes it can give 11).
Government
Democracy Advantages:
Can sometimes become another government type by voting right or left.
Get 75% resources from non-national provinces
Democracy Disadvantages:
Can't declare war until 100 WE
40-80 dissent for a declaration of war
High consumer goods needs
Costs dissent to change ministers
Half organization for troops durring peacetime
Fascism Advantages:
Can declare war left and right with minimal dissent
Little consumer goods needs
Fascism Disadvantages:
Only get 50% resources from non-national provinces
Communism Advantages:
Can freely declare war
Lowest consumer goods needs
Communism Disadvantages:
10 dissent per declaration of war
Only get 50% resources from non-national provinces
Information
The F6 information screens can be misleading. For example the F6 territory (resource) values show the raw numbers, not what your nation is actually getting.
After conquering a territory the resource production is wiped out and regains one point per day.
Upgrading a Unit
Upgrading a unit costs 75% of the initial build IC cost and 50% of the time.
Misc
Aircraft rebasing costs 50% organization
Airstrikes in an adjacent province gain +15% attack (i.e. avoid long range airstrikes)
Tactical Bombardment: -25% against forest; -50% against mountains; -80% against
jungles
Land units suffer -15% if more than three provinces from nearest HQ.
Exceeding command ability gives a -75% efficiency penalty for units without effective leadership.
Democracy peacetime organization is 50% (of max)
Each point of defense has an 80% chance of blocking an attack. (the manual states this as 66%)
Units lose 1% combat effectiveness for every 132 km of distance from their base of supply. (or otherwise stated 0.00757 per km)
