This is a list of the changes from version to version.
Note: v1.3 no longer uses "ai_switches.txt"

Version F6 (March 10, 2006) "IIVM" Warning:
this is a "beta" the OOBs have
not been completely reworked.
- French Land OOB completely reworked from scratch
- Infantry divisions supply usage cut by 0.2 (approximately -10%) to make
it easier for nations to build historic force sizes
- Huesca (329) transferred from Natl Spain to Rep Spain (more historic)
- Spanish resources shifted a bit to account for the mercury mines at Almeden,
the iron & steel industry at Sagunto and the iron and steel industry in
the northwest (La Coruna).
- Interceptors made reasonable to build (increased air attack ratings to be
comparable to multi role fighters)
- AI nations given an 8% bonus for research to make up for incompetent choice
of techs
- Garrison unit upgrade cost and time factors adjusted to avoid code design
problems.
- European nations OOBs initial update to new model system.
- Counter display locations starting to be adjusted
- Garrison units org increased by 10 due to game mechanics of no retreat.
- Corrected province names 959 (Marrakech is Fes at Fez & 960 Mogador
is Marrakech)

Marmon-Herrington (built Lt Tanks from 1935 to 1942 - was a manufacturer not
a designer) removed Mechanics & Artillery; Chrysler added as a tech team
starting in 1943 (for building armor); Christie removed Mechanics, Artillery
& electronics and raised skill from 5 to 8; Ford removed technical efficiency
and delayed until 1940; Boeing and Curtiss Wright skill raised from 8 to 9
- Soviet - Charkov Factory Design Bureau raised skill from 7 to 8 removed

tenth of a national province) thus nations will gain a very small amount of

Version F5 (January 25, 2006) "PRCI" Warning:
this is a "beta" the OOBs have
not been completely reworked.
- German event 2000 "Mobilization" - option B (no) now moves two
steps toward Professional Army
- Restored terrain (movement) modifiers (this change somehow got lost several
versions ago)
- Marine, Motorized & Mountain division model advancement tied into Infantry
model research; separate techs (four each) now give specialized abilities
to those division types.
- More work on the Spanish Civil War balance (including AI improvements for
both sides).
- Italian divisions locked at 83% rather than 70% (more historic and less
game distortions)
- Icons created so all models of Infantry, Marine, Motorized, Mountain, Garrison
and Militia display correctly.
Version F4 (January 22, 2006) "HIAY" Warning:
this is a "beta" the OOBs have
not been completely reworked.
- Yugoslavian fortifications 1st sector west of Ljubljana & 2nd sector
starting at Susak running north to Cabar; naval base relocated to Kotor (Dubrovnik)
it's historic location.
- Yugoslavia resources adjusted and relocated more historically
- Rijeka (381) removed from Hungary national provinces for gameplay purposes
- defense_lobby slider (Hawk/Dove) limited to less than 8
- Infantry, Mountain, Marine, Motorized, Garrison & Militia now all have
ten models (Starfire calls these "versions"); Infantry Techs
completely reworked!
- Due to supply costs per unit being doubled the bonus TC and TC per IC have
been doubled too. Occupied province load and partisan load doubled too.
- Daily manpower gain slightly increased (from 0.007 to 0.008 thus 14% more
manpower)
- Naval transport range increased from 3000 km to 3020 km to address a map
issue with Argentina
Version F3B (February 17, 2006) "JIQZ"- special version for
those waiting for the F4+ series issues to be worked out
- Interceptors made reasonable to build (increased air attack ratings to be
comparable to multi role fighters)
- British initial motorized divisions dropped from model 1 to model 0; Engineer
attachement removed from 51st Highland
- Some adjustments to the USA gear up events (less sensitive to Japanese aggression)
- UK given more money (now 2500 starting funds)
Version F3A (February 10, 2006) "QFSW" - special version for
MP session starting this weekend

Version F3 (January 14, 2006) "VBLQ"
- USA Lend-lease to UK completely rewritten - now features "timer"
events every two months to trigger lend lease events of four different levels
to more accurately reflect historical lend lease levels.
- More excess resources removed to improve the importance of resources and
avoid excess stockpiling
- German & USA metal geographical distribution significantly improved
for actual locations
- French, Germany, Italian, Swedish trades adjusted.
- Two British motorized divisions changed from model 2 to model 0.
Version F2 (January 11, 2006) "PKMR"
- Manufacturing techs reworked to delay IC increase
- Goverment slider events delayed one month (they occur roughly once every
nine months now starting in August 1938. Free Market vs Central Planning is
now limited to remain between 4 and 8.
- German Mobilization event 2000 now increases hawk lobby if mobilize is chosen,
if not then professional army is increased by one
- Oil refining techs reduced in efficiency: Basic was 10:1 now 25:1; Improved
was 4:1 now 12.5:1; Advanced was 2.5:1 now 8:1; Basic Synth Oil Plant was
1.43:1 now 6.6:1; Improved Synth Oil Plant was 1.1:1 now 5:1; Adv Synth Oil
Plant was 0.9:1 now 4:1 (first number is the amount of energy needed to
make one point of oil) - this will impact the entire resource situtation
of the world (because a lot of countries will have a lot less energy stockpiling
due to more energy being used to create oil)
- French historic trading implemented (first pass, may be refined further
in future releases)
- Malta terrain changed to hills (had cliffs, not easy to assault)
- Singapore current size is set to zero to reflect that the base had only
just opened in February 1938.

- Argentina INC - v1.3 (trivial) changes applied; army size adjusted
- Australia INC - v1.3 (trivial) changes applied

Version F1 (December 23, 2005) "ZRRJ"
- UK peacetime IC modifier adjusted from .40 to .50 (previously it wasn't
enough to produce basic supply need and some production)
- British iron deposits adjusted to more historic locations.
- Some adjustments to British naval bases
- Destroyer ranges adjusted to match Paradox v1.3 values
- Very minor edits to Germany manpower and resources
- Some adjustments to French manpower
- Victory points adjusted slightly to make Yugoslavia easier to conquer and
Sweden harder to conquer
- Thailand (Siam) manpower, terrain & resources adjusted as per a couple
atlases and comments from a friend that has visited Thailand and married a
Thai woman.
- USA total provincial manpower adjusted to historic level; some adjustments
to the spread / location of USA manpower.
- Every nation manpower adjusted.
- Italian bases and fortifications revamped (including Tirana Albania).
- 33 Italian infantry divisions reduced from model 1 to model 0 (& three
cavalry divisions reduced one model level)
- Fixed up ai_rom.txt and exp_russia.ai
- Iraq and Yemen added to initial Allies so that they don't make separate
DoW's against Germany (which would lower Germany's belligerence by -10)
- Memel removed from German initial provinces and given to Lithuania as it
should be
- German events reworked
- Added French Naval bases on French Atlantic coast
- Government Slider moderating events introduced
- misc.txt daily manpower gain from 0.014 to 0.008; manpower is more dependent
upon mobilization events (such as the new historical German mobilization event
of Aug 12, 1938)
- France gains +250 initial manpower; mobilization event 2850 added
- Cut Natl Spain starting manpower from 200 to 100; increased dissent from
13 to 14; reduced the strength of each ground division by 2 points.
- Soviets gain 2550 manpower on "Great Patriotic War" event
Version E9 (December 6, 2005) "GNKI"
- Night modifier changed from -90 to -95
- Experience impact on combat reduced from 90% to 88%
- Division experience gain cut from 0.8 to 0.75
- Naval exp gain raised from 7.0 to 7.7
- Strategic attack ratings raised for low end Strategic bombers and tactical
bombers; CAS aircraft also made more effective
- Numerous economic adjustments; Germany's resource situation a lot tighter;
- British coastal defenses for Gibraltar and Malta increased to more historic
figures
- USA gear up event fixes re-implemented (were lost when v1.3 implemented)
Version E8 (December 3, 2005) "JPUJ"
- Reinforcement costs, time and manpower have been reworked (see Starfire
documentation for explanation of how it works now).
- Division experience gain cut from 0.9 to 0.8 (roughly 10%).
- Upgrade time raised to 1.0 in misc.txt; Upgrade cost cut to 0.2 in misc.txt;
unit files have upgrade time increased to 1.0 but infantry type units have
cost cut to 0.5
- Soviet given a 25% bonus to supply production (less expensive supplies);
initial dissent cut from 25% to 20%; initial supply stockpile raised from
750 to 1000.
- Soviet given a -4% IC during peace modifier
- Soviet event 2670 ("Building Guns not Butter") more effective
(& added event 2671)
- Mobile (Armor, Mot, Mech) also slowed down 10%
- Reduced IC Non-national Province Multiplier from 0.30 to 0.25 and IC Non-Owned
from 0.05 to 0.04
Version E7 (November 29, 2005) "IDLK"
- Norway & Sweden AI - removed trade embargo between Norway and Sweden;
several other tweaks
- Germany given a -4% IC during peace modifier
- Soviet Province data tweaked (including giving Murmansk some value); Yevpatoria
is now marsh.
- Foot divisions (Inf, Mtn, etc) max speed reduced to 4.5 (-10%)
Version E6 (November 26, 2005)
- Starfire air transport ranges already were very good, but slight tweaks
to improve realistic/historic usage for paradrops. Slight reduction of air
transport build cost.
- Location of resources in Malaya adjusted to be more historic. Mayala manpower
more historic.
- Burma - metal, manpower and infrastructure corrected (more historic).
- India - infrastructure corrected
- Spain (both Republican and Nationalist) IC and resources adjusted to be
more historic; major work on AI
- Experimenting with different resource_values for Supplies (trying 16 now
was "10")
- England / UK - starting oil and supply stockpiles (locations & amounts)
made more reasonable
- Some fine tuning for attachments (Artillery, Armored Car, AT, Lt Armor,
Hvy Armor, Rocket Arty, Tank Destroyer)
- Updated tech infantry_tech.txt with v1.3 changes (easier to research brigades
vs reg divisions)
- Finland - special case bonus to supply production (to represent Finnish
units being able to scavenge on the battlefield)
- "Relations" between major nations and minor nations all reduced
(to slow down alliances and make exploiting trade harder)
- Cost of armor increased (approx 10%)
- German economy partially reworked
- Some "useless" Soviet and German commanders removed.
- Fixed up some idiotic v1.3 events that handicapped Russia
Version E5C (November 12, 2005) - this is a special release to be v1.3
"compatible" - some of the Starfire changes are missing temporarily
as we rework them to be v1.3 compatible. (In particular several event files
need a lot of review)
- convoy_costs.txt adjusted for Starfire (double) IC and (17x) manpower system.
- bulgaria.txt events tweaked for better performance and checked for obvious
flaws
- misc.txt - increased undeployed division TC load; increased TC load from
partisans; requirement for diplomatic influence to adjust sliders raised to
75% (from 50%); manpower bug fix fixed; upgrade cost reduced; upgrade time
increased; Monthly Nationalism reduction cut from 0.2 to 0.1 (needs
further investigation); air experience gain factor cut to v1.3 value;
damage factor vs AA from bombing increased; damage factor vs infrastructure
from bombing increased;
- USA daily manpower gain cut in half
- Infrastructure of Ethiopia adjusted more historically
Version E5 (October 22, 2005)
- Interceptor surface defense values adjusted
- National Spain - alliance diplomacy tweaked (neutrality reduced to 90)
- Denmark - events 93 & 6193 adjusted in hopes of clearing up bug
- Cavalry Divisions now allowed to have "police" attachments
- Naval Ship manpower usage improved; visibility adjusted for all ships
- Submarine visibility adjusted
- Light cruisers cost adjusted
- Destroyers cost significantly increased; sub attack increased; many other
factors adjusted (to reflect each unit represents 4 to 5 destroyers)
- Events 102 & 103 added for a smoother gear up for war of the USA (events
56, 57 & 58 adjusted)
- Several aggressive German action events now increase belligerence more
- UK Lend lease now adds only +3 IC each time not +6 IC
- Several initial supply stockpiles increased (AI having a really hard time
freaking out thinking it needs to build more supplies)
- Japan economy tweaked slightly
Version E4 (October 14, 2005)
- AT & tank destroyer attachments HA adjusted to reflect new combat value
system.
- TAC, CAS - SA & HA increased; NAV increased naval attack
- Mengkukuo further enchanced (more resources)
- Diplomacy tweaked (several nations relationship to Germany)
- Finland given an initial stockpile of 4000 supplies as a temporary work
around until I can review them.
Version E3 (October 12, 2005)
- Mengkukuo (otherwise known as Mengjiang) economy fixed up; Some translations:
"Datong" (1209) is more commonly known as "Tatung"; "Hohhot"
(1208) is more commonly known as "Huhehot" should contain about
417 million tons of coal reserve; "Kalgan" (1206) is also known
as "Changchiakou" should contain a large iron mine (reserve of about
91 million tons); Jining, Erenhot & Xilinhot (1207,1398, 1386) is essentially
nothing but desert. Although the reserves were measured in the millions of
tons actual annual production was probably in the 100 thousands.
- Naval unit organization gain from techs fixed
- Germany political alignment adjusted for better alliance modeling. Hungarian
neutrality and relations with Germany adjusted.
Version E2 (October 10, 2005)
- Morale for ground units increased (partial adjustment due to higher base
org levels)
- SA & HA completely reworked for all ground units
- Armored divisions less expensive
- Infantry slightly cheaper to upgrade
Version E1 (October 8, 2005)
- Provincial manpower now represents 100,000 raw population per point
- Unit manpower now represents 100 deployed men per point (147 military personnel
per point)
- Misc.txt manpower gain rates adjusted to reflect the above two changes;
all unit files adjusted
- Armor division manpower compared to Infantry division manpower adjusted
to 83% to more accurately reflect all nations.
- Removed Soviet guarantee of Sinkiang to avoid war with Japan.
- Garrison division build cost reduced by approx 25% (-2 IC per day) due to
the game design fact that garrisons can not retreat. If defeated they
are destroyed.
- Soviet Event 2656 added to adjust ground_def_eff in case the End of the
Winter War with Finland never occurs.
- Adolf Hitler changed from "Powerhungry Demagogue" to "Popular
Figurehead" and from "Flamboyant Tough Guy" to "Backroom
Backstabber"
- Air Doctrines: 9350 Infra Dest Doc task efficiency for installation_strike
increased from 0.5 to 0.75
- Armor Tech: AA_batteries improvement reduced from 20% per step to 15% per
step
Version D9 (August 24, 2005)
- Added French Event 2803 to represent French calling up reserves (and removed
initial OOB French divisions)
- Submarine model development years delayed (long range subs now 1940 tech)
and "long range subs" (3430) taken away from all starting known
techs.
- Diplomatic Actions: "Assume Military Control" now has a
cost of 200; cost of influencing raised slightly from 100 to 120; reduced
cost of offering a non-aggression pact from 100 to 75; Annexing now costs
100
- AA efficiency increased 20% initially; tech increases reduced dramatically
(20% each step vs 50%); tech "year" also delayed
- V1 rockets reworked to represent 1000 V1s per unit at a cost of 5 IC x 92
days with strategic attack of 11.
- V2 rockets reworked with historical ranges and more appropriate costs and
strategic attack values.
- Tech 5550 "Rocket Test and Research" changed from 1936 to 1937

- Tech 5580 "Flying Bomb Development changed from 1940 to 1941 tech (development
of the flying bomb was historically authorized on June 19, 1942) - difficulty
to research also slightly reduced
- Tech 7100 "Flying Bomb" changed from 1941 to 1943 (first successful
launch was December 24, 1942 and operational use was planned for Dec 1943
but didn't actually start until June 1944) - difficulty to research this also
slightly reduced
- Many industrial techs "year" adjusted later
- Naval Doc 8040 ("Fleet Aux Sub Doc") convoy raiding adjusted down
and sub attack values tweaked down; tech 8130 "Hunter Killer Doc"
and 8140 "Aerial Convoy Def" adjusted up to fine tune the "Battle
of the Atlantic"
- Entire World: IC adjusted to more closely match historic GDP; manpower adjusted
to historic populations. (Note: only partially
done! Did not get finished for D9)
- All existing Starfire AI files fixed to not have relative_build_scheme =
no
Version D8 (July 22, 2005)
- Increased cost of Naval transports from 10 IC for 90 days to 12 IC for 120
days - this needs further study but should be a step in the right direction.
Even though an individual transport ship may be reasonably inexpensive, it
takes a lot of them to transport large troop forces.
- Aachen (Prov 66) changed to "Maastricht" and switched from German
to Dutch to better reflect the tactical situation in that area.
- Norway, Denmark, Sweden, Netherlands IC, Resources and manpower adjusted
- German manpower tweaked
Version D7 (July 17, 2005)
- Japan - Central Planning slider adjustment to avoid absurd IC change; slight
adjustments to resources - should improve the problem of all production going
to supplies to trade away.
- HQs modified (England, Germany, Italy each gained a HQ)
Version D6 (July 15, 2005)
- Cost to build provincial AA changed from 6 IC for 60 days to 4 IC for 90
days - same total cost but a more reasonable build time. This should help
avoid smaller nations overbuilding AA too quickly.
- Garrison "divisions" have been cut in half (think of them more
like a "brigade"). This will help solve the problem of the British
and Japanese needing lots of garrison troops across the world but avoiding
having these troops inflate the initial OOBs beyond peak wartime strength.
- Hungary - numerous changes to adjust Hungary to historical data (initial
OOB is now historically correct).
- Industrial Modifier techs: Basic Machine Tools 5050 changed from 1936 to
1938 tech; Improved Machine Tools 5060 changed from 1937 to 1940; Advanced
Machine Tools 5070 changed from 1938 to 1942

starting position (I was too severe in taking away 2070 not realizing Germany
didn't have the pre-requisite!); 2050 taken away from France & Soviet
so Germany has an edge in armor technology
