This is a list of all the changes made for the current version of the Starfire
Historical Mod (Note: I've become lazy and not all changes are documented
here).
db\misc.txt - this contains a number of
key variables to make major modifications fairly easily.
db\difficulty.csv - this file allows
us to handicap specific alliances and human players
db\units\modifiers.csv - combat modifiers
for terrain and weather
config\buttons.txt - maps keyboard hot
keys
db\building_costs.txt - province improvements
map\Terraintypes.csv - movement
rate modifiers for terrain

Province.csv
The B4 release has had some fixes but could use significantly more work.
All additional IC from INC files moved to Province.csv.
- Argentina - rare materials increased to reflect large export trade of wool
and beef
- Brazil - coal increased to reflect historical coal resources
- China - Nationalist China resources tweaked to avoid poor AI trade logic
- Czechoslovakia - some terrain corrected
- Denmark - manpower reduced; rare materials increased to represent agriculture
and avoid meltdown effects.
- Finland - given metal in Petsamo to reflect nickel deposits
- Hungary - hacked quickly to reflect extensive bauxite deposits to stabilize
Hungarian economy more
- Italy - "rare materials" put in Rimini (actually Ravenna?) as
a quick hack to represent mercury deposits.
- Switzerland - 2 points of rare materials added to help minimize economy
meltdown.
- USA "rare" adjusted - a few infrastructure improvements
- USSR some infrastructure improvements
Unit Files
For B1 all land org values increased by 10
brigades - speed penalties removed (there is no logical reason why an attached
brigade would slow down a division. Engineer speed boost reduced to 0.5. Heavy
Armor Brigade softness adjustment reduced by 5.
armor.txt - softness reduced to 27; ten days added to build time to increase
cost. Light Armor Brigade no longer allowed as attachment. For C1 Armor defense
and toughness adjusted (armor losses were horrible on defence because of the
inability to recover and repair damaged or broken tanks), soft attack increased
to put more "blitz" into "blitzkrieg".
cavalry.txt - speed reduced to 6
garrison.txt - manpower reduced to 9
hq.txt - manpower increased to 11
Infantry.txt - heavy armor brigade allowed; org increased to 33
light_armor.txt - softness increased to 33
motorized.txt - speed increased to 10
paratrooper.txt - modified to make "divisions" represent "Brigade/Regiment"
sized units (i.e. 40% of division size); manpower cut from 15 to 4; cost reduced
from 12 to 5; hard attack cut to 1 except for Advanced (HA-2); Soft Attack reduced
to 3/4/5/6; morale and org raise to 50; suppression cut to 1; air attack cut
to 1 (except advanced is 2); supply consumption cut to reflect smaller unit
size but also remains significantly higher than base infantry to reflect well
supplied elite troops.
transport_plane.txt - reduced cost and increased production time to reflect
need for fewer aircraft for the new adjusted paratrooper "division"
size. This makes players plan ahead a bit more and still requires a significant
investment to build an air transport fleet capable of moving a decent sized
airborne (paratrooper) force. This should also improve "air supply"
(partially reflecting that bombers were also used for air supply lifts). Reduced
range to 500 km (was too easy to conduct a paradrop of England from the heart
of Germany!)
Naval Bombers - due to comments that massive usage of naval bombers
is too powerful our values have been adjusted. Naval attack ratings have been
cut 25% so they aren't as lethal; surface and air defense ratings have been
cut 25% so they are more vulnerable; cost has been cut 10% to maintain reasonable
"value".

All INC files now get ground_def_eff = 0.97 and extra_tc equal to half their
IC.

- interventionism changed from 8 to 5 (France wasn't that eager to get into
another war!)
- professional army changed from 5 to 3 (France had fairly short required
duty, which lead to poor training)

- oil = 501 (avoid immediate conversion)
- professional_army moved from 5 to 9 (almost fully "standing"/professional)
- Four divisions switched to 1918 (representing some of the third line units)
- Manpower cut from 850 to 50
1936\italy.inc
- oilpools in colony provinces removed and put into main depot to avoid stupid
problem of Italy selling oil!
1938\ita38.inc
- free_market changed from 7 to 4 (reflecting corrupt Italian military contracting,
they developed good tech but couldn't implement it)
1936\japan.inc
- oilpools in colony provinces removed and put into main depot to avoid stupid
problem of Japan selling oil!
1938\sov38.inc
- professional_army moved from 3 to 1 (fully drafted)
- peacetime_ic_mod = 0.95 added (removed for B1)
- research_mod = 0.95 added
- tc_mod = 0.9 added
- cash cut from 100 to 5
- moved one point toward isolationism (3 instead of 4) to reflect historical
situation and reduce opportunity for unrealistic Soviet aggression.
