Recommended Modifications

Overall:

Assign at least one victory point to all provinces except for northern Siberia and the deserts of Africa. Note: this could cause some problems as you must take all victory point provinces to annex a nation (which might not be unreasonable). Note: this may be completely pointless as the AI seems to virtually ignore victory points.

Give all countries at least some military leaders.

Africa - some provinces need increased infrastructure so the South African expeditionary force doesn't get destroyed while travelling north.

Johasburg (59) -> Bulawayo (34) -> Lusaka (19) -> Abercorn (19) -> Lindi (34)

Maybe foot troops can manage 2 provinces at level 19 and survive ok, albeit with low org, better than dead mind you. If any needs changing higher, and it will only be Lusaka (Zambia) or Abercorn (Tanzania), than bump Luska up to 25 or so.... the roads in Tanzania are ruddy awful

fwiw the main road from Pretoria to bulawayo and salisbury (both now in modern zimbabwe), which are, hmm, the A6 and A4 if i remember correctly, were both reasonably "ok-ish" (remember up until very recently most of South Matabeleland was prime cattle land with extensive managed farms - so its not entirely african wilderness, though it was,and is, rougher north of Gwei River up to Victoia and beyond) even back in the 40's...its only when you got well north of bulawayo that it got messy..

Albania - Reduce IC of Province Tirana 754 from 5 to 4; increase IC of Vlora 820 from 0 to 1; give Albania one militia unit

France - Tarbes 951 increase infrastructure from 19 to 34

Russia - Proletarsk 1224 increase infrastructure from 19 to 34; Borovotji 794 infrastructure from 29 to 34

Spain - Huesca 952 increase infrastructure from 19 to 34

Experiments

Created a "model 1" militia as a "Garrison Unit" with speed of "zero", unfortunately in the game it is assigned a speed of one.

Notes / Points of Concern

If Albania is given an AI that actually builds an infantry division then Italy has a nightmare of a time taking Albania.

Naval units lose organization very quickly when they are out of port. This may be just fine (Perhaps raise their base organization values?). They only lose strength after they have travelled beyond range.
